Obviously, there's no normal way for a CD-ROM drive to do that. It's barely possible that this is being caused by some kind of trojan or virus, or perhaps by some extremely screwed up hardware. Can you provide us with more detail about the PC, which OS you're using, the CD-ROM drive and the video card? Have you looked inside the PC? Any chance that the CD-ROM drive is making contact with the video card? (In some small cases, some drive bays may be pretty close to the first (AGP) slot....)
