The q240308.exe is a windows update file that was downloaded and has nothing to do with the missing shortcut. Find out where the that errant file (WillowRd.exe) is being called from when windows restarts. Check you StartUp folder and remove offending file if there. Run msconfig and check the StartUp tab (I'm assuming you're running Win98). Disable (uncheck) it if you find it there. Also, search your registry for an entry for the file.
