Tell us about "fire-watch permits".  Who gives 'em?  Is it a cool-looking badge?  How old are they?

The guys go down to the fire department on Schermerhorn in Brooklyn and they take a little test to demonstrate that they will not burn or otherwise blow themselves up using a burner hooked by a rubber hose to a propane tank. It takes all of an afternoon. The permit is a paper they put in their wallet. The permit now makes them legal to sit all night in places like an abandoned 42nd Street theater and play Nintendo, read a book, or otherwise entertain themselves while making sure the propane does not run out or the building burns down. They usually get paid overtime for the work, and  though boring as hell it beats freezing outdoors trying to set frozen brick. It is also needed if they want to hang inside a tarp enclosed scaffolding and keep the place warm. I'm sure there are other things that need to be kept warm all night.
