This is a late reply to Ken's request for responses to the pre-qualification reqirements of a project he was involved with. Maybe I missed all of the replies. I am dying to know who wrote the thing and for which project. Sounds like an idealist who is responding to the fact that the normal construction related contracting process that is applied to preservation work, has never really worked. Preservation projects need a "kinder gentler" process, to respond to the complex problems thta arise when restoring and presrving old things. Some of the writing of the requirements sound a bit :"English" or "Scottish." No one uses the word "heritage" to describe hisoric work in the U.S. Ken, tell all.
