I went thru this, I think your monitor is going bad. Unless you've got very low voltage from your power company.   Figure $50-100 to repair at a tv repair shop, if they fix monitors.  Mine lasted 1 year after $75. before it happened again.  Or put the money
towards a new one.  Staples often has 17" .25-.27 dot pitch basic monitors for $100 or so after rebates.  Often with a 3 year warranty.
