You don't necessarily have to reinstall all of your programs - most will just require you run their setup.exe to install to the existing directory. Some will require the CD, but large programs installed from CD should be reinstalled from CD anyway. I doubt there's any need to uninstall them first, unless you plan on changing your CD-ROM or DVD drive letters during the OS reinstall. Personal files and documents will need to be moved or copied before you format.
