As far as memory goes - 256 is ok for today, 512 might be overkill as the marginal value of each additional Mg after 256 is small. But at todays prices of memory, I would get 512, as you never know what kind of memory hogs will come up in our future. Unless you have a compelling reason to go with Windows ME, I would get Windows 2000. What about monitor?? Get at least 19 inch, preferably 21.
