I'm  not familiar with that particular mouse, but the problem sounds like a
failing or sticky microswitch inside the mouse.  It's apparently getting 2
contacts for every one you want.

As for a solution... get a new one.  If still under warranty, get gateway to
send a new one, if not, Logitech and microsoft make good mice, among others.
$20-50 dollars is reasonable for a wheel mouse.
