Also consider that many water utilities put in a spacer where the
service to your building comes off the main and said main.  Why?
Because many folks such as us, cable Tv folks, telephone company folks
and numerous others use the water pipes for just such a purpose.  The
galvanic action this creates is blamed for premature failure of water
utility mains.  Also as I understand, this action occurs somewhat
naturally also so the nonconductive spacer eliminates this as well,
but also makes it a poorer choice for grounding than it once was.  If
your line from the main into the building has been replaced within the
last ten years or so chances are good this has been done there.
