You're using NT, is that correct? Does the NT Policy Editor have any options
you might use, under Local Machine? I am not on an NT machine right now, but
it seems to me there is. As for downloading email attachments, that would
depend on what your email software and setup are...that is a whole other
story really. How do your users access email?
