I would assume that you are using 98 second edition? If I am correct in this
assumption  then what is happening is a known issue with this version of
Windows concerning shutdown. There is a fix available for it at the Windows
Update site. Go to the Products Update and look for Windows98 second edition
shutdown supplement and install it.
