SOAK the NORI (or other seaweed) for a long time.
Then, when it is soft, use it in soups and stews, or even in vegetable juices.

Dry, crumble it in a grain mill until it is powdered.  Warning, sea
vegetables are intrinsically salty.  One should limit the amount of salt eaten.
