The March 2004 issue is out/available right now, but only online.
The actual print copy has not come out yet.

Academic journals range from those that lag by 6-9 months, to those that
are ahead of the calendar by 3-4 months. This is one of the handful that
is ahead.

PS you can see the full March 2004 table of contents at the
sciencedirect.com website. Also the January 2004 issue: Select
Browse Journals, then the letter F, then select the journal
title.
