I had a chance to check the book, "Fruits of Warm Climates", by Julia F. Morton.
The quote addresses the topic but does not answer all your questions; from
page 49:

"Usually, the fruits are allowed to fully ripen and partially dehydrate on the
tree, then are exposed to sulfur fumes for about a half-hour, placed out in
the sun and turned daily to achieve uniform drying, and pressed flat during the
5- to 7-day process."

The reference to sulfur may refer to the practice of using sulfur dioxide
as a preservative. Of course, organic figs are not sulfured.
