You will always have a "Recycled" folder on a logical drive that has
"deleted" files on it.  When you delete a file by moving it to the Recycle
Bin, the directory entry for the file is just moved to a new directory on
the same logical drive.  The file nor the directory entry will be moved
from one logical or physical drive to another.  In fact, I don't believe
that Windows makes any distinction between partitions on different physical
drives and partitions on logical drives on the same physical drive.  Once
Windows is started, most programs don't care about this distinction.  They
will treat all partitions as though they were individual physical drives.
