A shortcut with a hotkey, must be located directly off the START menu. This
is true for all versions of windows. You must be able to see the shortcut
when you press START, or you must be able to see the folder where it lives.
I always put a folder directly off the START menu and call it Hotkeys. Then
I put all my hotkey shortcuts in that folder.
