Elizabeth,

I suggest that you also check to see if you have more than one version
installed.
Multiple copies of DLLs whether exact duplicates or conflicting versions can
confuse windows.

Some applications install DLL files into the system folder (which they
should do) and other applications install the DLL into the applications own
folder -- even if it is a common use DLL (which is a bad practice), so the
situation is not that uncommon.

Click START FIND FILES/FOLDERS and search all of your drive for CTL3D*.*
Presumably, the copy in C:\Windows\system is the correct one.
