Hello!
I believe that when you load a driver in config.sys and autoexec.bat, you
must include the full path to the driver to be loaded. If your ansi.sys file
is in the DOS directory, you must write it as:
DEVICEHIGH=C:\DOS\ANSI.SYS
I assume that the first three lines allow the use of the devicehigh command
in the the rest of the lines?
The last "bad command or filename" occurs after the cd-rom driver is loaded.
What's the first line of your autoexec.bat file?

I'm afraid this will be long, in the effort to help your diagnostic efforts.
On cold boot (with DOS 6.2), immediately after the note to the effect:
HIMEM is testing extended memory ... done I get the following 2 lines--
Bad or missing ANSI.SYS
Error in CONFIG.SYS line 4
but the boot operation now seems to continue without obvious problems.
The following screen traffic does seem a little ominous, however--
