Thanks to all those who responded.
With the help of Tweak UI the problem was quickly fixed. I dont deal much
with win98 anymore and had forgotten all about this feature in tweak UI.
I have also kept the instructions posted about how to rebuild the icon file
Shelliconcache for future reference
>Shelliconcache (no extension) in the Windows folder contains all the icons
>used by your system. If that file becomes corrupt you have the problem you

>Delete the file shelliconcache and Windows will rebuild it on the next
>boot. Before you do that you might want to use SFC and replace shell32.dll
>file in the Windows\System folder which is the file containing all
>available icons for Windows.
