I am treasurer of our home owner's association and we recently signed on to
a web-based service "Constant Contact" www.constantcontact.com in order to
be in touch with the residents quickly. It is serving our purpose very well
and is inexpensive. There is a 60 day free trial and after that, $15 per
month for 500 or fewer contacts. It's very customizable, good support when
you need it and everyone does their own signup. It might be what you
looking for.
