Demetri, I had this exact same problem with a corrupted video display card
driver. I obtained the latest video card driver and installed it. The
system had been running well before this started happening, but there must
be something about the Control Panel that exercises the video driver
differently.
Another possible cause of this type of problem is a corrupted Icon Cache
file. Rename the file "ShellIconCache" in the Windows directory. When
you reboot, the boot time will be slower the first time as it re-draws and
caches the icons. After that it should boot faster and show the correct
icons in Control Panel.
