  There are two things you need:

1.  You need a version of Win95 that supports FAT32.  This was introduced
with OSR2 (Win95B), so 95B or 95C will do.

2.  You need a utility that will convert a partition without losing your
data.  I know one comes with Win98 -- it might run under 95.  I'm not sure
whether one came with 95B or C.
  But there are also third-party possibilities.  Partition Magic, for
instance, can do it.  [Yes, I know it gets recommended here pretty often; no,
I'm not affiliated with them in any way.]
