Thank you and the others on the list for your generous help. The last step
that you recommended did the trick.
Microsoft sure have made watermarks a complicated procedure, and their
instructions are not very good or clear. I have WordPerfect 6.1 and to put a
watermark in your document is a simple as to choose watermark from the
Format Menu and insert a graphic.

Aha!!!
They forgot a step in the instructions.
Just before you select the wrapping style, you must go to the POSITION tab
and turn on the checkbox for FLOAT OVER TEXT (near the bottom left corner
of the dialog)
