  In IE, go to Tools|Internet Options|Connections and make sure that "Never 
dial a connection" is selected.  (You will have to manually activate the 
connection then to go online.)

  My guess is that something on your machine is trying to "phone home", and 
the other settings allow IE to try to enable the connection to oblige.
