The issue is you're using MS Outlook as email client and Outlook is usning
TNEF encoding for your attachments. TNEF is to support Rich Text features as
voting buttons, meeting requests. etc. Recipients using MS Outlook as a mail
client will have no problem decoding the attachments. However Outlook
Express, Thunderbird, or any other non-MS Outlook mail client will receive
the attachments in a Winmail.dat format. It may be as a seperate attachment
or in binary form appended at the end of the note text.

However I will say that in November, 2006 with a MSXML update on my XP
Pro/MS Outlook 2000 hosed Outlooks ability to send "normal" attachments.
Machine is not corporate/Exchange and none of the MS recommendations for
turning off TNEF have worked. And now with further updates MS Outlook won't
even send imbedded graphics in a note.
