I'd guess the most likely place would be in the program's options. Can't 
say for certain, as I've never used Microsoft Office Picture Manager.

If you want to go into the registry, you might find something here if 
there's an optional entry for Thumbnails:
HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ 
Explorer \

You may also need to change the same path in:
HKEY_LOCAL_MACHINE
