There has been a method given in the list to force your CD-ROM to be any
drive letter you want. I used this method a long time ago to make sure
that my CD-ROM remained at F when I installed a Zip drive. I have hard
drives using C,D and E, the CD-ROM is at F and the Zip drive is at G.

Go to Control Panel and open the System options.
Open the CDROM device settings.
Click on your CDROM.
Select Properties at the bottom of the window.
Select the Settings tab.
At the bottom of the window, set the reserved drive letters to the same
letter to force the CDROM to stay at any given drive letter.

Note: This will not work for fixed hard drives, only removable drives.
