Not necessarily works if chat room is not in US.
First thing is complain to chat room server
admins - contact information is usually in
their webpages. also there can be information
about abuse of service. Second is inform
Your ISP.

But if it is really content in kids chat room(s)
what could be illegal You must inform
law enforcement.
