Your hosts file has probably been tampered with. You need to navigate to the following directory WINDOWS\SYSTEM32\DRIVERS\ETC and locate a file called HOSTS, you will need to open this using Notepad. You will probably see entries for the search engine you are seeking, to the left of the entry you will see the IP address that the URL points to, this could be 127.0.0.1 or any address other than the true address. You need to delete the complete line which will then allow you to access the sites you need.
This file enables you to redirect any url to a specific IP address since the system looks at this file first before requesting the address from your ISP. I hope this resolves your problem.
