This is a known spyware file. Running AdAware and/or Spybot should remove
it. I strongly recommend using both.  Just deleting the file manually will
probably not do anything, as most spyware is self-replicating.

If you have not been using any spyware cleaners, you will most likely find
your computer infested with them. Usually, they do not leave any visible
traces for obvious reasons.
