I'm puzzled by your question.  The CSV file format is unformatted text, the
only standard descriptions are that each row end in a newline (new line /
carriage return in dos) and each field within a row is separated from the
next by a comma.  Text value fields are sometimes enclosed in double quotes,
especially if they can have commas as part of the string contents of the
field.  Numeric fields are never enclosed in quotes.  That's about it.

Editors that use color to display the csv file format are generally basing
their commands on context outside of the file, like a keyword list.  CSV
does not support embedded commands like html files do.
