First, Welcome...  Win95 has problems with passwords,
so this is a good topic for the list...
Maybe there is a simple answer...  This stuff changes depending
on what you are using, and how "patched" your system is.
The settings and screens can "move around" and change from
version to version and patch to patch...
All of what you ask can be "fixed"...
Has MS Internet Explorer EVER been installed on your computer?
(Lots of settings screens are added just by installing that.)
Which Win (95?) version are you using?
Did (or do) you ever patch it? (I'm interested in Win95-SP1 here
for the "broken" password stuff...)
Did your ISP install a custom dialer for you, or do you use
"pure" dialup networking? (Sometimes hard to tell.)
Somewhere in dialup networking (or internet settings), it should say
"dial on demand" or "dial when needed", "dial whenever a network
connection is not present" or words to that effect.
