I will not answer your other questions as they have already been
sufficiently addressed, I hope.

Only the latest version of Windows (4.00.950 B), otherwise known as OSR2,
can recognize disks larger than 2.1 GB.  This is due to the new FAT32
format.  Unfortunately, the O in OSR2 stands for OEM, which means that only
PC manufacturers can get it.  This is partially for safety, since you can
do a great deal of damage to your files by converting from FAT16 to FAT32.
The only legal way for you to get OSR2 is to buy a new computer.

FAT32 (and presumably a safe way to convert to it) should be a feature of
Windows 98.  Of course, that does you no good if you want to upgrade now,
unless you bought your PC in the past 6 months, in which case you may
already have OSR2.
