Thanks for the tip, Mathew. Unfortunately, it didn't solve the problem.
"Allow Fast Saves" was indeed on, but turning it off made no difference.
Creating a new document with a single line in it still produces a 19K file.
(It's still good advice to disallow fast saves -- and I thought I had
turned it off before.)
My suspicions run in two directions. One is that maybe the "normal.dot"
template is corrupted. It shows up in Windows Explorer as a 22K file, but
looks empty when I open it in Word.
The other is that foreign language support may have an impact. I would
expect this to double the legitimate size of a file (though I'd like to
turn it off when creating an ordinary English document), but I don't see
how it can cause the enormous discrepancies which I'm observing.
