I have seen pages like this before.  If you type
c:\
in the URL line you get this list.

Would you rather download 10KB of an update or 20MB of the
full bloatware?  In terms of privacy,  software vendors via
the copyright laws have the right to validate the purchase
of software.  If you try to download a free update to
purchased software all it does is check a serial number.
However, once you have started the process it could also be
programmed to check other files, which would be a violation
of privacy.  If you want it private keep it on am off-line
ZIP drive.
