Kevin,

No, you can not change the order of the drive letters for the first
partition of a disk.  But you don't need to do that.

Since you will be restoring the files back to their original locations,
there will not be any registry problems (unless you have already started
fooling with things).  The only thing you will need to do is copy all the
folders and files to the new D:  Once you are sure everything copied
correctly, then delete everything on E:.
