Sure,

   Just set up a shortcut that points to (and you need the quotes)

"C:\Program Files\Internet Explorer\IEXPLORE.EXE" www.nospin.org

Just place whatever site you wish to go to instead of nospin.

If your internet explorer is in a different directory you will need to do a
search for it.
