Dave,
This is a VERY common problem with Publisher.
You need to rename mspub.exe and msvcrt40.dll in the Windows System folder
and copy directly from the MSPUB cd the above 2 files to your Publisher and
Windows/system folder.
Then shut down and start up your computer.
That should fix it.
