First of all, are you sure the file is a ZIP file?  What is the last part of
the filename (the extension)?

If it is a zip, then......
The ZIP file compression algorithm was developed by PK Ware in the mid 80's.
It is not owned by MS (so far) and is not "part" of any version of the
windows OS.

The most popular of the "unzip"ing programs is called WinZip.  It is a
shareware program, which means you can try it out before you buy it.  You
can get a 30 day trial from www.winzip.com.  You must download and save the
program, then install it.  After it is installed, then you can use it to
uncompress (unzip) the WS_FTP file.
