Okey Operaring System is a program that operate his own FAT and
file system. DOS has his ouwn 16-bit file system, Windows95
has his own 32-bit file system, Windows98 has his own FAT32
(instead dos FAT16). Windows3.x use DOS file system so this is
not a system but only a shell to run programs.
