  The applications that need this DLL need to be able to run on multiple
versions of Windows.  For any given application version, there might be some
versions of this file that are too old to be used, but any "new enough"
version will provide all the necessary functions.
  There might be a "back end" difference between versions for 95/98/ME and
versions for NT/2K/XP.

  As long as you get a relatively new version for the right Windows family,
it's very likely to work just fine.  (There should be a version that came
with the OS, and it might be recoverable from the CD or via SFC, but I'm
assuming your question means you've already eliminated those possibilities.)
