You probably didn't "do" anything in particular to lose the toolbars. I had
the same situation occur on a Windows 98SE computer with Office 2000
installed. The fix involved deleting a registry key, so before carrying out
the procedure below, export the key inquestion so, if the fix fails, you can
import it to restore the computer to its current state.
Start regedit, then navigate to the following key:
HKEY_LOCAL_MACHINE/SOFTWARE/MICROSOFT/OFFICE/9.0
(For Office 97, the last item may read 8.0.) Click the + next to 9.0 (or 8.0) to open it. Look for a folder icon labeled Excel (This is the key to export, in case the fix fails.). Delete this key. This should allow Excel to re-create the standard toolbars, much in the same way deleting the normal.dot template allows Word to re-create its default settings.
