Critical Updates is installed from Windows update on the web, usually. On my
Win98 SE installation there is an entry in the add/remove programs applet
for "Microsoft Windows Critical Update Notification." You should have one
too. If you don't go to Windows update at Microsoft and see if gives you an
install option for it. Reinstall it. Maybe your uninstall entries for it
got corrupted somehow.
