Open MSIE, then use the "file" and "open" menus.
Navigate to the file you want to see.

Looks unusual, correct?

That is because the file is being viewed in a human perceptible
BUT somewhat "raw data" way...

When viewing an XML file correctly, it will generally be called from
or used by a different type of program.  An exception to this is when
MSIE goes and gets what is called a "schema" file that allows IE to
display the file correctly.

Summary: You are more than likely missing the "schema" file that
makes this file "look" nicer and easy to read...
