This is why one line answers rarely add value to the conversation.

What Steve was trying to tell you, is to put the mouse pointer on the blue title
bar of the floating toolbar.  Then click on that title bar and drag the toolbar
up to it's proper position at the top of the screen.

It will take a little "fooling around" to get in the right spot, but when you
are dragging it around up there, you need to put it into a position where the
dotted outline changes to a loong narrow strip with it's left edge near the left
edge of the screen.  Also, if you want this bar to "drop in" between the menu
and the other toolbar, then you need to have the outline spanning both the menu
and the other toolbar.
