Right you are. So a VGA card to fit that machine will have to be
ISA, and those have become scarce, which is why the "*might*".

No way. ATI made a card that would do both, but it was most
monochrome MDA/MGA adapters that functioned like a Hercules inside.
Many provided a second monochrome graphics page in the CGA memory
range, but I'm not aware of any others that would respond to CGA port
mappings.
And I don't believe such a card gets this poster any closer to
being able to run Windows 3.x on the machine.
