This is a known spyware app and you can find out more with a Google search.
The best advice seems to be to download and run Ad Aware

These free applications are highly regarded. Be sure to update the reference
files before running.

I deleted Norton Antivirus from my system and downloaded Avast  instead.
Avast has found some viruses, however, it can't delete  them.  When the
alarm
screen comes up and I press the delete button, I get  an error message that
says
Avast is denied access.  Then I tried deleting  it to my Recycle Bin, it
says
it can't find the file.  The file is called  WinToolsS.exe
