For Windows 95 and later, this behavior is corrected by right-clicking on
the Desktop, selecting Arrange Icons and unchecking the Auto Arrange
item.
At the same right-button accessible menu, there's a Line Up option
which aligns the icons to the grid approx. 45x45 pixels - and it looks
better than one can do by hand, and with less effort. Just place the
icons "approximately" where you want them, and call Line Up.
The spacing between icons in this option (vert/hor) is controlled via
right-click on desktop, Properties/Appearance, Icon spacing.
