It's not the file you want to remove, but rather the instruction which is
telling Windows to hunt for it. As you rightly suppose, this is a remnant
from an improperly-uninstalled program.
You'll need to hunt through the various places where such an instruction
may be held--these are listed in the Tutorial "Computer takes a long time
to start up" on my website below. See if there are any references to
programs which no longer exist, and delete any such references.
Or you could download msconfig from Microsoft (it's tiny and free) which
works with Win 95. It may locate the program for you. All you then need to
do is uncheck it to prevent the startup instruction (although it's still
preferable to remove the instruction entirely).
