 From my experience, Ian, if you initiate some action that brings up a
request it is genuine and may or may not be essential. However, it
depends on the program you are working with. For example, every time I
use Adobe Acrobat Reader it sends out a request for me to allow it to
export data. In fact that data is a request to download info on
upgrading Reader to a later version - I am happy with the version I have.

In your particular case I have no idea what the request is all about. If
you say "No" and the program still does what it is meant to then always
say "No." If it is an essential element then the program will complain
and not work. In which case you have to run the program again and let it
access the network or internet.
